The Forever Chemical Problem: Why PFAS Regulation Is Suddenly Everywhere

For decades, a class of synthetic chemicals called PFAS (per- and polyfluoroalkyl substances) quietly made modern life more convenient. They kept rain out of jackets, grease off pizza boxes, and food from sticking to pans. Now governments on both sides of the Atlantic are racing to ban them, and the reason comes down to two uncomfortable facts. These chemicals never really go away, and mounting medical evidence suggests they shouldn’t be in our bodies in the first place.

Regulations Worldwide:

Sweden’s newly announced ban, alongside toughened rules in New York and Connecticut, mark the latest moves in what has become one of the fastest-moving areas of consumer product regulation anywhere in the world.

Sweden’s Ministry for Climate and the Environment announced plans to prohibit intentionally added PFAS in clothing, shoes, waterproofing treatments, kitchenware, cosmetics, and ski wax starting January 1, 2028. The government’s reasoning was blunt. With safer alternatives already available, there’s no longer a justification for chemicals that spread into homes, ecosystems, and human bodies with no practical way to remove them. Sweden’s move is notably getting ahead of the European Union itself. Brussels is expected to propose its own broad PFAS restriction on consumer goods in 2027, once the European Chemicals Agency finishes assessing the economic impact of a wider ban. France has already restricted PFAS in clothing, footwear, cosmetics, and ski wax since the start of this year, suggesting a coordinated European shift away from fluorinated chemistry in everyday goods is now less a question of “if” than “how fast.”

The United States, lacking a single federal ban, is seeing the same shift play out state by state. Two of the latest moves, in New York and Connecticut, illustrate just how many angles regulators are now attacking the problem from. New York’s Department of Environmental Conservation has proposed what would be the nation’s first requirement that landfills actually treat PFAS-laden leachate (the liquid that seeps through waste and can carry forever chemicals into groundwater and drinking water supplies) before it’s released into waterways. It’s a recognition that PFAS contamination isn’t just a manufacturing or product problem. It’s also a waste-disposal problem, since anything containing these chemicals eventually ends up in a landfill leaching them back into the environment.

Connecticut, meanwhile, is closing the loop from the other end, on the consumer-facing side. As of July 1, 2026, the state requires visible, state-approved labeling on products that still contain intentionally added PFAS, covering categories including apparel, cookware, cosmetics, carpets, children’s products, and menstrual products, alongside mandatory reporting to state regulators. The labeling requirement isn’t the endpoint either. It’s a bridge to an outright ban on many of these same product categories that takes effect January 1, 2028, alongside outdoor apparel for severe wet conditions and firefighter turnout gear. Together, the New York and Connecticut actions show regulators squeezing PFAS from both directions, preventing new contamination at the waste stream while phasing out the products that create the problem in the first place.

These two states are far from alone. Maine has adopted one of the most aggressive frameworks in the country, phasing out entire categories of PFAS-containing products since the start of 2026 with a target of a near-total ban by 2032, unless a specific use is formally deemed unavoidable. Minnesota’s “Amara’s Law” takes a different approach, focusing on detailed manufacturer disclosure of exactly which products contain PFAS and why, building a public data trail regulators and consumers can act on. California has generally favored outright prohibition over consumer labeling, restricting PFAS directly in specific product categories rather than requiring the kind of broad disclosure regime Connecticut has built. New Jersey adopted its own Protecting Against Forever Chemicals Act, banning the sale of a wide range of PFAS-containing consumer products outright. Nationally, nearly 350 PFAS-related bills were introduced across 39 states in 2025 alone, with 27 signed into law, and 2026 has already brought roughly 100 more bills across 17 states, covering everything from product bans to drinking water remediation funding.

Exposures, Where and Why:

For consumers, this wave of legislation exists because of a fairly simple problem. PFAS chemicals are functionally impossible to avoid through personal choice alone. They’re found in an enormous range of everyday goods, including waterproof and stain-resistant clothing, nonstick cookware, dental floss, cosmetics, food packaging, carpets, and firefighting foam, and once released, they don’t break down. That persistence is exactly why they’re nicknamed “forever chemicals,” and it’s also why an estimated 98% of Americans already carry detectable levels of PFAS in their blood. Unlike most environmental contaminants that dilute or degrade over time, PFAS accumulate in soil, in groundwater, in wildlife tissue found even in remote regions far from any industrial source, and in the human body itself.

Health considerations:

The medical case against PFAS has also solidified considerably in recent years, moving well past early suspicion into a body of evidence regulators now treat as decisive. The EPA and independent researchers have linked PFAS exposure to increased risk of several cancers, including kidney, testicular, and prostate cancers, along with a growing and increasingly specific body of research connecting PFAS to thyroid cancer and broader thyroid dysfunction. The chemicals appear to interfere directly with thyroid hormone production and even alter thyroid tissue structure itself. Liver damage is another well-documented effect, with PFAS accumulating in liver tissue and contributing to non-alcoholic fatty liver disease risk beyond what’s explained by lifestyle or genetics alone.

Perhaps the most consequential medical finding, from a public-health standpoint, involves the immune system. Both European and U.S. regulators now treat PFAS-driven immune suppression as the single most critical health effect for risk assessment purposes, ahead of cancer. Multiple studies have found that PFAS exposure reduces the body’s antibody response to vaccination, meaning routine childhood immunizations may simply not work as well in children with higher PFAS body burdens. Reproductive and developmental harm rounds out the picture. Research has tied PFAS exposure to decreased fertility, elevated blood pressure during pregnancy, lower birth weight, accelerated puberty onset, and measurable reductions in bone mineral density in exposed adolescents.

What makes this especially frustrating from a consumer standpoint is the near-total lack of control individuals have over their own exposure. A shopper can choose an organic vegetable or a BPA-free water bottle with reasonable confidence that the label reflects reality, but PFAS have historically hidden inside products with no disclosure requirement at all. A “stain-resistant” carpet or a “waterproof” jacket gave no indication of what chemistry made it that way. This is precisely the gap that Connecticut’s labeling law and Sweden’s outright ban are both designed to close, just via different mechanisms. One arms consumers with information, the other removes the choice from the shelf entirely.

Taken together, the regulatory trend across Sweden, the broader EU, New York, Connecticut, Maine, California, Minnesota, and New Jersey reflects a rare moment of consensus between environmental policy and medical science. PFAS exposure is not a manageable background risk but an accumulating one, and the only real fix is stopping new contamination at its source rather than trying to filter or label it away after the fact. For consumers, the practical takeaway is straightforward even if the chemistry isn’t. Look for PFAS-free labeling where it exists, expect more of it as disclosure laws expand, and understand that the “waterproof” or “non-stick” convenience on a store shelf may carry a health cost measured in decades rather than dollars.

Is your dental floss free of these chemicals? Many are not. Independent testing by Environmental Health News found PFAS markers in roughly a third of floss brands tested, with contamination levels varying enormously between brands, so a “natural” or “silk” claim alone isn’t a guarantee. Look specifically for a brand that states lab-tested PFAS-free, not just “natural” or “eco-friendly.

  • Cocofloss — vegan, coconut-oil based, explicitly labeled PFAS-free
  • Dr. Tung’s (Activated Charcoal Vegan Floss and Smart Floss) — both labeled PTFE/PFAS-free
  • Desert Essence Tea Tree Oil floss — nylon coated with beeswax
  • Eco-Dent GentleFloss — nylon with plant wax coating
  • Boka Mint Floss — explicitly made without petroleum, Teflon, or PFAS
  • Dental Lace — B-Corp certified, 100% mulberry silk, independently lab-tested PFAS-free, refillable glass container (frequently rated the top overall pick in recent reviews)
  • The Humble Co. — commonly listed among PFAS-free options
